here are paths at the newest Minneapolis Park Board dog park, but most dogs are not of the path loving kind. More than 20 owners and their dogs came out for the dedication of the new Victory Prairie Off-Leash Recreation Area on July 24. This is the first dog park in North Minneapolis and it's a safe place for dogs to play, exercise and interact, and a great place for Northsiders to come together. It covers 2.7 acres at 47th Ave. N between Osseo Road and Russell Ave. Access is on the south side. Parking is along Russell, 47th and other residential streets. In order to use the Off-Leash Recreation Areas, pet owners must first obtain a permit from the City (www.minneaoplisparks.org).
